brutal edition not on sale at all

With the brutal edition you only get a couple of skins and the bike mode, so you're not missing out on much.

Look again - there's season pass, which is likely to be a DLC. Not just cosmetics.

The banner on storepage says what's included. Perhaps it was mentioned on some Ghostrunner's news or roadmap, which I didn't track.
I can only assume it might be smth like Project Hel DLC, with either protagonist story or yet another villain.

Ah, I see. I've just checked the info inside the Season Pass page it says: "1 unforgettable game mode" which I guess it haven't appeared yet?

Seems like a game mode instead of something like Project Hel.

I'm not a fan of cosmetics but I'll wait to see what that game mode is.
