Master builder issue

I am on my third settlement and at times I keep getting missing master builder. I have worker available but Master builders is 0/X. I try to move the slider lower. Sometimes 2/3 builders work but other times it moves up to 0/5. As soon i use extra for Master builders slot, then comes up no one for master builders. like I have to leave 1 person idle soon the master builder job still works.

Hit the checkmark to give the building priority, the game will remove someone from somewhere else and prioritize the master builder.

Same problem here. The hazard warning at the top says "There are no matter builders at this settlement" how am I supposed to rectify this? The checkmark does nothing if there aren't any builders in this settlement.

Then you need to unassign someone from an existing building like a fishing dock, water pier or any number of things. It happens.
