Complete the Fire Seal quest in the Mines to unlock the Dragon's Breath spell in your Magic spell list. It costs 2 Mana, so use it wisely, as there are no Mana potions, and you'll need to wait several days for your Mana to restore.

The previous three spells are unlocked by breaking the seals on the previous levels of the Mines.

There are mana potions now, you get one from a quest and they are extremely rare drops from mine chests. Hopefully in the future they'll be craftable. Definitely not something you can count on at this time.
