Balor not in his room

I can't seem to trigger Balor to be in his room to get the scroll for me. I have gone at all times. Anyone have an idea what's wrong"?

Did you talk to Juniper about the fire seal tablet first? She is the one who says you need to talk to Balor and the cutscene starts with her.

Yes I did and she gave me the quest to talk to Balor. I'm stuck now. I thought I had to maybe do the Inn renovation first, but that didn't help. I've talked to everyone. Something must trigger this quest, but i can't figure it out.

Balor should send you mail saying to meet him in his room ...after you get this mail it should, when you go to the room it should activate. I got the mail 3 days after talking to Juniper about it

I did also have the Expansion of the Mines completed before getting the Seal from Balor, not sure if they're tied together but also a suggestion in case it doesnt seem to work.

Thank you guys for responding. I have done the Expansion of the Mines as well. It seems to be a bug in my game. I'm crushed if I have to start again. :(

Just to be sure, you are going to the correct room, yes? His is the one on the LEFT side of the inn.

OK I found my mistake! I thought Balor was in the leftmost room on the back wall. NOooooo. He is on the left WALL,a door you cannot see. I hope others see this and don't make the same mistake.
