Ruby rank lower than Iron rank?

Idk if it's a bug or if that's how it is but my town ranked up from copper to ruby then iron? Is that how it is for everyone?

Rubies are available on the same levels as copper in the mines, so - before iron.
After iron there is sapphire, which is available on the same levels as iron.
For this game - it's normal progression, in order of materials availability.
