Though it would be nice to open it early because workshop will give the devs an idea of what people may be looking for in content that they might be able to work in officially. I just hope they dont snub the modders because workshop is what keeps many games going far past release.
Unless the devs add a modding update, that's not possible. The methods for that will only really allow one or two mods at a time (depending on the type of mods). Any more than that and they'll need an installer at the moment
Steam Workshop is more convenient as a player but many mod makers prefer other platforms for hosting their mods.
I'd be fine with either happening but by the time the game is done and at 1.0 there may already be a mod loader and many mods and then the mod makers might not want to move to Steam when they are already established.
