The description for the spell is fairly clear on what it does. It tells you it is a brief and meant to water your crops. It doesn't say anything about changing the weather.
I imagine later there will be better ways to regenerate mana and perhaps even a spell that does effect the weather, but it seems to be working fully as intended and stated.
Which is nice, but there are better uses of those mana points (I tend to use them as "energy tanks" for my stamina bar Mega Man-style when I'm doing mine runs, but my farm is rarely too big to easily manage.)
I like how it waters everything, then I can go somewhere and come back and don't have to sit through an entire rainy day.
HOWEVER - I would like to have a different spell at higher levels that can bring rain to all areas - or maybe separate areas depending on where exactly you cast it. That would come in handy when you hunting some particular bugs and fish that are only available in specific weather.
Out of topic, but on reloading the farm area after the rain spell, I let rabbits outside. And they got all mad, despite having been fed by hand and spending the night in warm coups. Maybe the rain is still going, even if we dont see it?
The way it currently works is perfect to me, plus the description is clear.
Maybe some separate spell could be added to fully change a day's weather?
Anyway, the current rain spell is by far the best way to water your crops if you have thousands of them, especially now that the new cooking perk made it much easier to recover mana.
