Rare and Legendary Fish Spawn

Do rare and/or legendary fish spawn in the little schools of fish? Currently trying to catch the fall legendary fish and wondering if I should even be wasting my time fishing in those. Even less likely but do they spawn in dive spots?

Also if anyone knows a good spot with a lot of fish spawn to farm at lemme know. I've just been running back and forth by mill.

I believe the mill (leave mill, go right, up and leave right) is the best way to farm fishing skill because of how close the fish are to the ledges, how many spawn, and how fast you can respawn them. I haven't caught any rare/ legendary fish in the schools of fish so I can't say for sure that they can't spawn in them but it might be likely that they can't.

i know i'm a bit late to this, but i just caught the winter legendary from a fish school ! i did swim through it instead of casting my rod tho, not sure if this makes any difference ...

yes, you can catch legendary fishes in school of fish spot..i got a few from those..and if you want to farm fishes..just go in and out of area..it will reset the fishes' spawn..
