I figured a woman since she fits the older romance option like your male neighbor. One of the guides listed her as male which threw me off though.

I think one of the earlier conversations you can chime into mentions Valen as a girl. I think it is in one of the very first interactions you can have with the people in the inn.
Juniper and Valen will be talking, and Elsie will refer to them both as girls.

i was actually thinking Valen is a man too until i questioned Valen's art and the number romancable in the steam game and was like wait a minute... is Valen a woman?!

I'm glad to know it's actually a fairly common misconception people are having. Nothing wrong with her sprite or anything, it's just Valen is a little androgynous which is pretty cool IMHO
