Where are the Fiddlehead Ferns?

I’ve searched everywhere for them and they just don’t want to spawn. I don’t even know where they spawn at so I scour the entire map every day. They have extremely low spawn rates, almost unreasonably low.

I found one on the path to the right just under Celine's house and another along the way to the museum just after leaving town
