How/When do you get the shovel

I'm on like week 2 already unlocked the mines etc but still no shovel am I just bugged out or did i not read certain dialouge.

You have to buy it. I think at the place on the beach(bottom of the map), but I can't recall exactly. One of the stores has it for 500

The general store sells it for 500

You can also craft it at the blacksmith's anvil once you get copper.
