Strange thing in the river?

I believe that's a water bug, and you can catch it with a bug net

I've seen it too! I believe Juniper the sorceress mentions it in a chat dialogue. She says she has seen a frog in the river that seems aware and more intelligent than "other frogs". She asks us if we have seen it too during the dialogue. I'm not sure what we are supposed to do with that info or if there is a way to catch it.

I was wrong! This was correct. I sat and waited for it to stop close to the shoreline and I was able to catch it with my net. It is a Pond Skater bug. It looks like it has eyes but its actually just a a water bug!
