They were alchemy only when they weren't out of rotation. Now you can only use them in the modes that let you use old cards that aren't a part of standard.

A format is a basic ruleset around which cards you're allowed to play. Most often regarding which sets your deck can use cards from. E.G. Standard format only allows cards from the X most recent sets; after a while new sets are released and the oldest sets are officially no longer legal in Standard. That's called 'rotation'.

The LOTR set was intended for the Alchemy format, which is like Standard but specifically for Arena and has a shorter rotation. So a while back the LOTR cards rotated out, and you can't play them in Alchemy. Alchemy is (I think) the default format in Arena,, which is probably why you're having trouble. You can still use those cards but you'll have to specifically set your deck to one of the other formats that allow them, like Historic.

look in the top right in the deckbuilder for the dropdown of formats

Magic the gathering has formats that use rule sets intended for specific sets. Standard uses the last 3 years of sets printed + Foundations. Modern uses sets specifically printed for Modern, typically called something with the word Modern in. Alchemy is a format specific to Arena that uses digital only cards.

You just have to find the format that your cards are legal in. Try Historic, which has a larger card pool or try Brawl if you're into playing Commander.

so basically, the way that the current owners of MTG handle things is like this : to make players buy their new, usually mostly trash cards, they say "okay now only these sets can be played in tourneys" and the scummy card shops generally enforce those same rules on any events, to again get people to buy the new stuff.
Brawl, historic, timeless.

You could just as easily say that the devs implemented Standard as a way to keep the competitive pool more limited and save players money by only allowing recent sets that everyone still has access to, rather than making players resort to spending thousands of dollars on secondary markets trying to purchase cards that have been hoarded by a bunch of sweaty card goblins.

Quit trying to assert intent on the behalf of others. Not only does it not bolster your argument, it makes you look foolish, and likely deters most people from taking anything you say seriously.

Modern uses every card printed since 2003, when the "modern border" was introduced on cards (hence the name). there's also several different eternal formats, which use every card ever. Neither of these are on Arena. Arena has Historic, which uses every card on Arena that was first printed in a set that's on Arena (excluding bonus sheet reprints) and Timeless, which uses the bonus sheet reprints and is a pseudo-eternal format. Then there's Pioneer, which uses every card printed since Return to Ravnica but bans alchemy and other digital-only cards....
