Report a translation problem
A format is a basic ruleset around which cards you're allowed to play. Most often regarding which sets your deck can use cards from. E.G. Standard format only allows cards from the X most recent sets; after a while new sets are released and the oldest sets are officially no longer legal in Standard. That's called 'rotation'.
The LOTR set was intended for the Alchemy format, which is like Standard but specifically for Arena and has a shorter rotation. So a while back the LOTR cards rotated out, and you can't play them in Alchemy. Alchemy is (I think) the default format in Arena,, which is probably why you're having trouble. You can still use those cards but you'll have to specifically set your deck to one of the other formats that allow them, like Historic.
You just have to find the format that your cards are legal in. Try Historic, which has a larger card pool or try Brawl if you're into playing Commander.
Quit trying to assert intent on the behalf of others. Not only does it not bolster your argument, it makes you look foolish, and likely deters most people from taking anything you say seriously.
