It is possible you're mixing it up with the free mulligan that exists in multiplayer modes, but was never a thing in 1v1.
If I am playing modern I am griefing 2 cards from your hand more consistently.
If I am playing explorer that greasefang comes down turn 3 more consistently and a vehicle from the grave is hitting the board and getting crewed right there. Plus all the other combo decks out there is going to abuse it.
Historic do you really want to get turn 2 hammer timed all the time?
Alchemy / standard - it is really bad for control decks if the opponent has gas hands more frequently.
Is just this version here that i see for the first time that first mulligan already reduces one card.

This answer only thinks on one side only.
Increasing chances of better hand works for both sides.
All said still apply is dude "a" got lucky.
My point is about dude "b" never having a chance to try fighting it better, only because his 1st hand is 6 mana for example.
This is actually the main reason I prefer Historic Brawl. That, and it being a singleton format.
