What is going on with the queues
I have two decks that I enjoy playing. One is a casual Innistrad deck using clues and other mechanics to just play Magic. It has no serious win condition besides grind my opponent down with investigators and clue draw.

This deck always queues into either hyper aggressive decks that win by turn 3 or super combo decks that win by turn 5-6. So, I barely get to enjoy this deck as it was intended to be played.

Then I switch to my doppelgang deck, which is my more competitive deck with hyper ramp, fogs, and doppelgang as an explosive win condition, and I wind up queuing into prefab decks and people that appear to just want to have a good time playing magic, or maybe free to play players that can't afford to buy packs.

It feels like the queueing system is determined to ensure that my experience is as unsatisfying as possible, and trying to ♥♥♥♥ other people in the process. Is this actually the case?

You have won too much with your first deck, and the game puts you on hard mode when you play it. The game has not figured out that you win more with your second. Once it does, it puts you on hard mode again.
