If you want to play mono-blue, you will have a better chances if you don't stick to a single set. Here is an example of a mono-blue deck:

If you could tell me how many copies of each card here I require, that'd be great.
and edit after watching: thats not a decklist that is specificly for the set phyrexia all will be one, the set coming out and what cards you should draft in that given set, in this case izzet colour scheme as oil counter deck. thats not meant to be a complete deck
