so it says when kemba enters, attach up to one target equipment you control to that creature.
Does this equipment have to be attached to a creature already or can it work on an equipment thats not equipped but on the field

The equipment can be equipped to another creature or unequipped entirely, so long as you control the equipment. It will simply be as if the equipment cost was paid.
