Build 1 before and tried 'Play' and no avail...
Maybe I should try again but am just wondering if there is any special condition that has to be met before you can play Timeless deck...

Their are literal competitive decks that revolve around tutoring up and cheating into
play cards like Battle of Wits which say you win the game at the beginning of your upkeep if you have more then 200 cards in your library.
Been printed a few times first in Odyssey, Then again when 9th Edition came around and again when Magic 2013 came around. It's probably due for another reprint or they will be making another card like it here soon.
Go make a 60+ card deck, see what happens...
Minimum allowed deck size is 60, there is no maximum as long as you can shuffle unaided within a reasonable period of time.
Traditionally optimal strategy says you shouldn't run any more than 60 cards in your deck (outside of very particular strategies that require it). Having more than 60 in your deck makes the deck less consistent and you less likely to see any particular card during a game.
So yes: your deck can be more than 60 cards. But unless you have a very good reason for doing so, you shouldn't exceed 60 cards in your deck.
("Just in case I run into a mill deck" is not a good reason btw.)
