You know how draft works, right?
8 players, sat round a table. Everyone opens a pack. Then everyone takes a card & passes the rest to the left. Continue until all cards have been picked.
You get first pick once per pack. After that you get whatever is passed to you, until the whole pack is gone. Then you open a new pack & you get first pick again.
You get 45 picks in a draft; only 3 of those are first pick. the rest are packs that have been passed to you by other players. Every player in the draft is in the same position, & gets the same number of first picks.
Gem reward ratio is better, you get more packs and people tend to pass rares that are off colour.
I just finished some quick draft games to get enough gems for the mastery pass, i think about 8 drafts.
I only got passed an extra rare or mythic card on two separate occasions so far by the bots for this set :
The Millennium Calendar and Deeproot Pilgrimage.
I believe that's because they are almost unplayable and would almost always be passed many times in premium over decent uncommon and commons.
I think this is a lot worse then normal as in many previous sets i was able to quite consistently get 6 rares / mythic on quick drafts.
