Problem copying Steam files

My desktop power supply got fried, but I was able to save the hard drive. I copied all my steam files to my new laptop, and most games work ok now. However, when I tried to run MtG Arena out of Steam, I got the message "Outdated Client Version," and it told me to download and run MTGAInstaller.exe to fix it. Which I did, and then it worked fine.

Until the next time I tried to launch from Steam, when I got the same message again. Basically, the only way I can get Arena to run now is if I run the Installer program from my Downloads folder -- it won't run from Steam itself at all. I've tried shutting down and restarting. Any other ideas?

Delete the game folder and reinstall from Steam
