Report a translation problem
In the '..\SteamApps\common\divine_divinity' install folder, right click the div.exe program file, select Properties, switch to the Compatibility tab and double check that the 'Disable display scaling on high DPI settings' setting is still checked.
You can also check the option to always 'Run as administrator' and maybe run it in Win 9x/ME compatibility mode, or something.
Windows 8 has some display scaling options that might not be effected by the compatibility mode 'disable display scaling on high DPI settings' option. If you are using Windows 8, or maybe 10, check the Display applet in the Control Panel.
Check your video driver settings, and see if there are any options for scaling or stretching games (right click on an open area of your desktop, and there should be an option to start the nvidia control panel or ATI catalyst control center).
In the configuration program, try switching to Software mode, rather than Direct3D. Try a resolution that does not match the aspect ratio of your monitor, or if that is already the case, try one that does. Try a low resolution, and see if that makes a difference with whether or how much of the screen is cut off.
You can try getting the game to play in a window, though that can be a little finicky to set up.
