I can't pick up herbs?

I have level 2 alchemy

There are a few plants than can moved or picked, but most can not.

You need to drag and drop a small potion bottle onto the herb/plant to make potions, while standing close enough that they are highlighted in white (not red).

Came here looking for this answer. Thanks for the help! I would never have thought to use a potion bottle!
