Got key and opened Nericon's Garden - Otto won't enter

As I recall:
-I did not use lockpick
-I got the key from Blake as instructed
-I used the key to open the gate leading to Nericon's Garden
-Otto and his group are still outside
-Otto still tells me to go to Blake to get the key to unlock the gate
-I cannot complete the quest

Is there some way to force the quest to completion, or did I miss a step?

The Quest is to get the book from him .read it and goto the statue in the north of the garden and answer the questions correctly.after you learned restoration drop the book or Ottos group will follow you.
