no key avail to quaranteened area

a guy named lain is supposed to give you a key to the coroner's house if you talk about the plague . not to me. any ideas?

It sounds like you have not yet tried to enter the quarantined area through the main gate and discussed with the guard why the area is locked. Doing that first should trigger the conversation with Lain about him giving you the key to the Coroner's house to get to the quarantined area.
