Do you get a extra skillpoint when reaching level five?

I ask because I was down in the crypts in the healers village when I found my self with what seemed a extra skill point.

If so, are there any other levels that give out aditional skill points to (eg; 10, 15, 20 etc) or did some item/quest give me a extra skill point to spend.

I tried to look it up but was unable to find any clear guides explaining how leveling up works, or what other means could be used to gain extra skill points (except for mage books, and what I assume NPC since I got the first level of restoration from one).

Yes, there is an extra skill point every level evenly divisible by 5.
There are skill bonuses (from quests, etc), but aside from levelling or bonus levels, I don't think there are any skill points given.

After several days of running with out a single issue it suddenly crashes when trying to load a saved game or starting a new one. Reinstalling game to see if it fixes anything, fml.

:edit:
Took two reinstalls and several graphical resettings but it seems to run again. Not sure what broke.
