I personally found it around level 14 in the Herbstburg mine but only by mining the solar blips on the floor with my pickaxe I didn't find any nodes of it till much later in the game

There is also 2 overland nodes. If you go to the volcano farm, go into the nearby hotspring and "swim" through it to the other side of it. That is where the two nodes are. And like all other overland resources, they respawn after a few days.

I have the Ores but how do we refine it into like the plates or what not for the tuning fork quest?

How did you make it this far in the game and not know where to go to refine ore? There are several shops that refine ore, I'd guess go to one of those and see.

Honesty I rather go to the volcano mines because it has all the ores that you need in that area. The volcano mines is actually hard to get to because its like maze in there, the mines is literally at the center deep in the volcano and you need stuff keep yourself cool down or else you'll lose stamina pretty quick. Its pretty easy to gain access to the volcano if you complete the Lilikala Village quests

Dude how do you not know where to refine the ores. The game literally gave us a tutorial way at the beginning of the game on how to refine ores.
