I bought the DLC; when can I get it in the game? And How?

It should be straight on if you have it on your PC, then see if it has been downloaded yet.

It says it was installed on Dec. 30th; I also verified the files. Someone said that you had to play at least 10 hours before it came into play. I have played more than 10 hours. Any other thoughts? Thank you.

If you have the dlc that adds the new town/characters, the content isn't available until you beat the main story.

What about the animals and the tools DLC? Thanks for the info on the town.

The animals are available at start. If you manage to get yourself into the desert you can start taming the raptor or Unicorn. It's a little tricky but can be done as soon as you're allowed to venture anywhere

The Yetis I think need a side mission to become available, not 100% sure on that

What is the location of the Orange Velociraptor? Can you get it in early game? Can you get any Velociraptor in early game?
