Music note relationship help??

I know that relationships for the marriageable characters is locked until you finish the story in there area. However I can't seem to get their music notes to be more than one in friendship? Is this normal because of relationship events that happen later? Or is this somehow severely bugged??

I've tried uninstalling, reinstalling, saving, and reloading, restarting a new save six times now, just wanted to make sure.

the music notes will increase as you do the heart events so you fill in 1 note then do a heart event then it unlocks the next note you do this process 5 times then you give them the Token of Love with it's cutscene to unlock the 6th note and it's heart event

Okay so basically, it's supposed to stay at one music note then until I can do a heart event then if I am understanding correctly?

Exactly, when a music note is full, do heart even, the next note will unlock, fill it , see event and so on..
