I went to the spot at 4pm and stayed till 6pm and no custscene to take the pic. What am i doing wrong?

Have you talked to everyone that have exclamation marks on them? Do that and then return to the quest giver, after that go to the location for a cutscene

I did it at like 1pm-3pm on a sunny day after I talked to all the people involved

Hi, don't know if this comes late,but I had the same problem until one day I tried going there with weather of every area being clear sky, and the cutscene played (all my attempts were on days that while herbstburg had clear sky, there were rain or storm in other areas). Perhaps you can try going there if you noticed every area you went to have clear sky for the day.
