How to upgrade the tools?

story related...when you tear down a wall for each town, new tools become available in that town's crafting shop....although they have an order to them. First town, Hoe and watering can, Second town, fishing rod. Third town, hammer and pickaxe, and forth town, axe and sickle.

How do I USE the upgrades tools? I cannot find any directions on it. Holding "a"
button does only single square
For hoe and can.
