How to unlock these? I have westley at one full note, but does not know how to proceed

My theory is actually that you have to have a star unlocked in Providence to do this, or the conditions simply aren't unlocked yet.

I just triggered one in the first village, so I believe the stars play an important role. Then Westley is though, there are not a lot of quests in that village, but I just already like him so much

i had a few events with judy, neil and kaimana tho. But in these towns i got 2-3 stars at the events. In Providence i didn't have any star at this point so maybe this could be true. But Westley is such a cutie. Well.. some more effort holds us busy i guess xD.
