Town rating capped?

I have the first town at 3 stars. The 3rd star is blinking and doing fetch and carry for townspeople isn't moving into the 4th star. Is there something I need to do? I don't want to do more repetitive missions if it doesn't do anything.

this is the same for me, sadly there's no explanation so far. So I guess we are stuck for now. My guess is that it's story related somehow.

Have you unlocked the flower festival yet?

i think it's the festival you have to unlock at this point. I'm stuck at this too :)

EW! Do I have to participate in the festival for the rating to unlock? I turned in the flowers but after spring 15. So I didn't go to the festival. Ugh, the hits keep coming. Thank you

That's really lame. I have the flower festival unlocked too, but I have to wait til year 2 now :(

agreed, I can't tell if I really want them to hurry up and tell me all the crazy things I have to find to traverse the hot and cold areas or I want to rage quit because everything is unnecessarily annoying. I just found a bridge that needs 10 titanium and I have found 1 titanium traversing 2 mines.

Well i dunno whats going on but the town rating cap is gone. I unlocked the townfestival but at this point it never was celebrated, 'cause i'm in the first year and i have to wait for the next spring.
I'm on 12 fall actually and i had to go to the first town again 'cause the city has improved. One day before the godess told me to go there, i moved my home to providence. So maybe it's the fact it's the 12 Fall or it's because i moved on.

At what point did the Goddess tell you to head there? I'm guessing the town rating is locked behind some of the storyline quests but I'm not sure if it's a specific trigger or just completing all of the storyline quests for the town.

I unlocked at this point Herbstburg, Lillikana, Providence and the beginning town. I'm in the first year in fall. i got the 3star rating cap in Lenctenbury and i moved 1-3 days to providence and after the moving, the goddess told me in the morning to go to lenctenbury, 'cause they had so much improved the town i should take a look. I went there - a lil cut scene appears with the overview of the town and now i can get more stars. Dunno whats the fact. I'm on the quest to repair the tuning fork for herbstburg .

It might require you move your farm. Possibly to Providence (it's kind of where the game wants you to go after Lechtenbury).

you have to unlock the specific festival for the town to get it to go past 3*

I've got the festival unlocked, still stuck on three stars. Completed Lilikala. Haven't attended the flower festival yet though (currently in autumn, so would need to wait a while).
