and can u grow summer/fall/winter seeds in the beginning city which called as alltime spring city?

Yes. Though you'll likely end up with a mutation (an alternative form of the crop; eg Red Onion seeds grown in winter will become Jewel Onions). The farms in the town are a permanent season, you'll unlock similar fields for each season as you follow the plot and unlock more walled towns. The fields you see in the wilderness (for example the one you pass as you leave the starting town on the way to Providence) are affected by the current season (and can therefore be a useful means of getting mutated crops if you haven't unlocked the specific seasonal town yet).
EDIT - Although I should probably point out, when you're growing out of season for mutations you probably want a stock of fertiliser handy; some of the rarer/more valuable crop types will need it to avoid them dying off before they ripen.
So if it's always spring in the home village and it becomes summer/fall/winter on your calendar, do you not plant summer/fall/winter symbol crops at all? If you do plant them should they correspond to the calendar, or does it not even matter at that point? This is a lot of info to digest when just starting to play.
