I think the ratio, for a good population popularity boost, was either
1 church : 2 houses
or
1 church : 4 houses
I put over a hundred hours in the original game, off steam, and beat most of the game on Very Hard.
The benefits of churches are that they don't require resources, after the initial investment, to keep going, and their popularity boost acts as a different slot, compared to the inn, so you can combine them for a higher maximum.
Also, churches are more effective in punishment (evil) castle layouts, compared to good. Evil castles make your priests move quicker, and bless faster. Inns, too.
Evil = Economy buffs
Good = Military buffs
Yes, I did that when I played the Snake mission that requires religion percentages. Forget what the number was, but I had to have... I think a population of 100, and blessed percentage of 75, on Very Hard.
So I'd make districts of subdivisions, with like... two or three chapels lined up, and houses on either side of them, near big production zones of the castle. The priests do get sped up with Evil buildings.
