It's a steep-ish learning curve, but things definitely get smoother around mid-game once the builds come online and you can start using more creative tactics. I wrote a guide for new players because so many of the game's mechanics are not obvious and could lead to getting stuck (no money, no durability) when you're about 1/3 of the way through. All that said, there *is* a very fun game underneath but it doesn't really start gelling until you've upgraded your units and have access to more accessories.
PS -- You don't have to do skirmishes. Once you're comfortable with the game play mechanics you can avoid completely aside from the late game Storehouse map, which has multiple legendary weapons and stat boosters.
Until then between 15 and 19 there are only story missions.
As the Reapers there are constantly on the move that is reflected by having no skirmish option.
That to me is part of the fun, enjoy the tactics and combat.
