I don't have the game, but I don't think why that should matter, from all I know about UE4 modding. In fact you shouldn't need a folder at all.
Would love to hear a bit more on this, because every UE4 game I've played works the same.
OP -- just to be sure, you extracted the mod file right? And didn't rename it? Filename is important.
Based on further testing, not all mods work with the Steam version, I don't know what the issue is, but as Melodia described above - the folder must be called ~mods and contain, well... mods.
Finally, by trial and error, you need to find out what works and what doesn't.
Example:
Old; pakchunk99-Nigtwing-P.pak
New; DDPack_By_hannimedi_P.sig
Just copy this format and it'll work.
