If you don't already have it, find the key to the elevator so that you can go straight to her after beating the two starting goons.
That way, you can have either a sword or a bat with you.
As for the fight itself, I managed to beat her phase 1 with a hit&run tactic. Come close enough for her to begin her combo (she has like two), stay just out of reach, make sure she's finished because sometimes she does a finisher ending with a vertical slash, then hit her as much as you can. When she's coming towards you with her windmill of death, just spam the parry button. You'll get hit a bit but one or two parries will land, damaging her structure.
Rinse and repeat.
Alternatively, avoid is more reliable than parry for this fight, so if you're up for it, try to learn her up/down combos. It'll also grant you more focus, which means more focus attacks.
In phase 2, you want the skill that lets you catch throwables. It still requires the right timing, but it'll help the fight tremendously. For the rest, you can simply dodge/avoid all of her attacks. Her phase 2 is far simpler than her phase 1 in my opinion.
I beat Fajar on my 2nd try and Sean on my 3rd, but Kuroki is proving to be nothing short of invincible. It feels like playing a baby duckling against a DBZ character.
