When she is injured she looks exactly like 9S in Nier Automata (well, he spilled lots of oil when loosing his arm and leg) and he definitely is an androide.
Maybe the end of the intro of Nier Automata was an inspiration to the devs.
She is a human (20 yo) and had an accident one year ago.
Her employer gave her prosthetics and she works to repay them.
So she has a body of flesh with robotics parts : she has a human brain, maybe one normal leg or arm ?, can't say anything about heart, lungs, kidneys.... but some / most of her body were replaced (we saw a leg and an arm at least, maybe more parts like eyes, ears, both legs and arms, internal organs ? i don't know... )
She can't be an android since she is too much human for orbal technology to simulate her as a sentient AI (technology is not so advanced) and worked with Van before the accident.
Androids 20 years ago were not a thing (you saw in Daybreak, the best orbal AI thing we have is holocore that can't even have a basic discussion with their owner) , so she was born human first.
