I'd have to disagree. Judith is a great balance character, and what really separates her is the fact she has the only buff stripping craft in the game. If a boss stat buffs, the last thing you'd want to do is have Judith use a turn to cast instead of using it to strip the buff. You also have to consider the rest of the craft and s-craft line-up with all characters. Both Agnes and Quatre have CP that's far more useful as defensive purposes, or in Agnes's case, her s-craft which is a party saver. Those two are the easiest to free up turns to offensively cast and have the best natural ATS stats unless you really mess with quartz.
In the same vein, I can't even begin to imagine using Rean as a caster considering both his crafts and scrafts far outstrip arts usage especially considering casting time. In CS1&2, the only 2 true nukers are Emma and Elliot with both Alisa and Jusis behind them which is precisely the way the lore builds it. But even then, Alisa is your CP battery and Jusis, well, Jusis I don't use until CS2 for obvious reasons. Musse blows them all out of the water, and her nuker setup is very natural to build into given her initial quartz setup.
