If you are on NVIDIA try their HDR. RTX HDR is great
By that second question I mean, if your display isn't an OLED or doesn't support at least 1000 nits peak brightness, it basically doesn't actually support HDR.
Also, Windows HDR is garbage and will probably never be fixed.
Hopefully that'll fix it for you. Or, at least, that's how I got Elden Ring's HDR to work properly with a similar issue.
