Once you choose a creature to target, the controller of that creature decides how they want that creature to divide its damage among the wolves you control. The game handles this by assigning 1 damage at a time.
If you choose a creature you control as the target creature, then you have to choose how that creature divides its damage among the wolves you control.
If you only control one wolf, then you will have to choose to assign all of the target creature's damage to that one wolf.
If that one wolf is also the target creature, then it will deal damage to itself equal to twice its power.
