If you're talking about a real duel against the A.I., then yes, the A.I. does cheat (especially on the higher difficulties). It is known that the A.I. often tutors cards to their advantage.
Sad, but true. Simply because it is (apparently) difficult to program an A.I. that can make decisions based on the board state, using just the cards in its hand.
This is how the A.I. should be programmed most of the time, with the occassional tutor on higher difficulties to keep things interesting when needed.
This, I have not heard of. Could you provide the source? I am very interested in reading such an article.
Even if it is true, I feel it's more of an excuse to not program a better A.I., than an actual intended feature. Not all scenarios in gameplay (I'm talking about real life) have the opponent drawing perfectly almost every time. If that were the case, there might as well be an emblem at the beginning of each match that allows you to tutor any card at the beginning of your upkeep.

Honestly I could post links all day. The fact is if you bother to "google" now and then and read some you will find tons of discussions about this...it is probably the #1 most common subject next to resetting sealed decks being a wanted option.
EDIT: I believe the only non-scripted ones would be revenge.
What else is there? Sealed and challenges? lol
EDIT: Just played the regular campaign Planeswalkers like the OP mentioned and I am pretty sure it is scripted also. 3 games in a row AG played the same 3 cards on their first 3 turns, in a different order sometimes but I think the draws are the same.
