They're designed for people to just pick up the game and go, and not have to put in too much thought or reason at the start, so that it doesnt feel "overbearing" to get into the game.
Building your own deck is quite the steep learning curve, but its something that teaches you very quickly what the ins and outs of the game are. When all your decks are pre built....you lose half of the point of card games.
So yea....you shouldnt really bother with the MTG 201X titles, if you are looking for an actual card playing experience. But if you want to just pick up a card game and go, these versions of the game set everything up for you easy peasy. The decks may lack a lot of depth to them, or personal character, as with creating your own deck, but its still fun in its basic MTG form.
Its disapointing that if you want a real MTG experience on the pc...you gotta either fork over some serious cash for MTG Online, or take a trip down memory lane and play the original MTG PC game... Magic: The Gathering (1997) or "Shandalar" as it was nicknamed. But good luck finding the game anymore...or having a PC setup that can even play it (WHY GOG DONT YOU HAVE THIS GAME!?!??!).
The real saving grace of the Planeswalkers 201x titles every year...is that they are dirt cheap. When you pay $10 or less a year for a "newer version" , its not really that inconvenient in the grand scheme of things. Ill usually pick it up for 3 bucks when its on sale; because at that stage ive put in enough enjoyment from the last years version.
But yea, its definitely "half" the game it should be, but its cheap enough that its justifiable. It would just be nice to have another version (Not MTG Online) , that is like the actual physical card game, where you can build any deck you want out of the thousands of cards available; like in the 90s.
Edit: My kingdom for an actual Artifact deck...or other fun ones like Slivers and Legends.
On the other hand you should know there already is an online version of MTG (yes franchised). And you have to pay real money to open virtual(!) booster packs. There you can play the "real" game on PC but you have to pay for every damn card. Knowing this you cannot expect the Planeswalkers Series to be the same.
As already mentioned, it's a quick to pick up version of magic. I think it is the easiest and fastest way for beginners to learn all mechanisms of the game. But I want to play multi-colour decks... so yeah.. for an advanced player it's really just a disappointment.
However for a few bucks... it's ok i guess. But I guess the balance is really swinging into the extra decks direction.
I hate to admit it but.. although I love mtg, I am going to wait until Hearthstone goes open beta and I can play with my friends. Although I favour MTG :(
The game is still fun though. I mean, it's MtG. Even though it's missing its core attraction, the gameplay is still solid.
I would treat these MtG games as a cheap tutorial in MtG, or as a way to play with someone when you're not in the same room or city.
