Is it just me or is the hero garden bugged?
No matter what the Chaos always go straight for the pool and even the one that has level 10 swim can't get out because it seems like a tiny ledge is messing with the pathing. Also when given a seed to plant the Chao does an infinite loop in a pre determined path but no matter which point it stops it still doesn't find a place to plant the seed.

I have the same issue like yours about the pool edge and plant. Probably a glitch/bug. I must always look the chao before they get sick from the water (and being hungry too). That Is cannot being fix it. I wish could be an update or something to fix this.
Okay so I just bought this game, and it's been years since I played it, but I remember the Hero Garden did have a few bugs. One was that every time you would enter the garden, a chao would spawn behind the fallen column and you had to go manually pick him up or else he would be stuck. I don't recall there being a bug where chaos would get stuck in the water, but I know that chao would often go through these little "cycles" where they would have to sleep, eat, and swim for a certain amount of time. If you were to interupt their sleep or swim time, they would go right back to doing it when you put them down. Maybe getting out of the pool is a bug, but I'm pretty sure they get out after swimming for long enough.

About the seed, I'm quite certain the chao needs to have a certain amount of schooling and a shovel that you can win from races before it can plant it.

I already have the shovel and watering can and my Chao can plant seeds in the other garden, would the hero garden need anything extra?

Here's a tip- If a Chao makes that excited babbling noise, it's saying "Pool time!"
Watch them do it if you don't believe me.

On planting- they only need the shovel to plant seeds; if they have the watering can then the process speeds up, but the seed will still sprout without a watering can, and they don't need to keep racing to be able to do it.
The three spots for planting trees in the Hero Garden are behind the steps, to the side of the entrance, and somewhere in the middle of the garden. The best thing to do is to actually place them in an area close to where they will plant it, then give them the seed, so they don't end up wandering forever. For behind the steps, put them there as they will hardly ever make it there themselves.

They can get out of the pool on their own provided they can swim, level isn't a factor in this.
