FIXED Game Freezing and Crashing
I was having problems with this game constantly freezing and occasionally crashing, and found that there weren't any community patches or posts on how to fix it. So I took some time messing with things, and discovered a fix that I believe should work for most people.
I wanted to share my findings on how to fix the game since I couldn't find any resources myself when I was attempting to fix my own game. So that now, hopefully, people will be able to find this solution and not have to go through what I did to find the solution for themselves.

THE PROBLEM: Something I discovered was the game speed is actually tied to it's frame-rate. This isn't obvious because when the game is played in fullscreen, it attempts to play at it's intended speed, but for whatever reason this is bugged. The game appears to be running normally but in the background it's going into overdrive causing freezing and crashes. I discovered this bug because I tried playing the game in a window instead, and the game was visually running at 5x speed. The slightest input sent me flying off at super speed.

THE FIX: Simply open your graphics card control panel. For me it's the NVIDIA Control Panel. Go to manage 3D settings, then program settings. From there, Add the game executable to the control panel. NOTE: Not the launcher exe. You want to add, the sonic2app.exe from your steam folder into project settings. Once you do, you should have a list of options, scroll down and select "Max Frame Rate", then set the number to 60.

Why this works: Doing this manually forces your game to play at a locked framerate of 60, so the game runs at normal speed, and isn't going into overdrive in the background because of the bug I mentioned before.

If you are having problems, I hope this helps and works for you. I personally haven't had any freezes or crashes since doing this, but I can't guarantee it will work for everyone as there may be other bugs that are hardware specific I don't know about.

for whatever reason it keeps going back to the global settings and says access denied whenever i try to apply changes. i also tried to change the global settings but that doesn’t seem to be working either.

Since I posted this, I came across something that should help. SA Mod Manager. You can find it on GameBanana. Here's a link: https://gamebanana.com/tools/15436
It's a mod manager that supports both the steam version of DX and 2, and comes preloaded with some QoL features, including the option to lock the FPS and refresh rate. There's some other features that come preloaded too that will make the game run smoother overall.

Some mods that go well with that and are not included are

Render Fixes (for restoring Dreamcast effects)

Input Controls (fixing the dead zone stick settings to match the original game)

Action Remap (let’s you put light-dash on a separate button for convenience)

Cutscene Revamp (restores the Dreamcast cutscenes)

Volume Controls (fixes the awful loud sound effects the HD ports added. But can clash with the cutscene mod. So read the instructions for both)
