yes, if you want to fix this use chao editor, or chao world extended code: breed jewel chao from medal chao (chao that have completed the chao race)

back in the day you could transfer them from a tomagatchi in the dreamcast.

the gamecube version utilized sonic advance to transfer them between save files.

sadly because both SA1 and SA2 steam edition suffer form lazy porting syndrome the curse of the gaming industry these features were disabled when they were put on pc. you can use fan made transfer tools to bypass it though or just install the extended chao garden mod to bypass it all together. you know that one mechine in the chao garden that lets you get rid of chao? that was originally their to transfer them between SA1 and SA2.
