Outdated specs
- 8GB DDR2 (outdated, 1 burned out)
- Intel Quad-core @ 2.5 GHz (outdated, burned out)
- ATI Radeon HD 4350 (Video card) running @ 1080p 60Hz HDMI (outdated)

Right click your Desktop, select "Display Settings" -> Advanced Display Settings -> Display Adapter Properties -> Monitor Tab and check your refresh rate.
The actual Tech support on Steam sucks. I'm trying my best.
If you go into the game files and right click on the sonic2app.exe and pull up the file's properties, there should be a compatability tab. You should check a box allowing you to select a comparability mode them be able to select windows 7.
Why do people say it doesn't like Windows 10? It runs fine for me, 3 years after I posted my original specs, even on my laptop (running Windows 10 Ver. 1709), no compatibility mode enabled.
