Try launching with the Mod Manager instead. It fixes a bunch of issues on modern PCs automatically

I assume that build number is for a SteamOS? Try forcing the compatibility and use Proton experimental. It works fine for me with the default configs though.

A few other things to try is:
Verify Game files
In developer>Clear proton Files
Clean wipe and reinstall

Neat tip, you can bypass the launcher by adding the launch command "-q"
You can also set the launcher config file to read-only.

If you want the message for the Net to show up again, you can go to Local Files, manually delete everything in the game folders.

Then Verify (and it'll redownload everything from scratch). The message should also reappear.
