I think it's hilarious, though. So I'm okay with it.
To an extent, the voices do overlap normally, but not enough to be a problem.
And example is the scene where Sonic meets Shadow. The lines go:
- Sonic: "Hey, it's not his speed. He must be using the Chaos Emerald to warp."
- Shadow: "My name is Shadow. I'm the world Ultimate Lifeform."
Shadow started talking when Sonic said "to", thus cutting him off. (Of course, Shadow is mean enough to do something that rude, so it's not surprising. :) )Another is when Eggman reads that newspaper about Tails (and the location of the final emerald). Just as he reads the last few words, he cuts himself off by clearing his throat.
If that's what you're talking about, then no, that's just an oversight on the developer's part, and is part of the core game (and would be nearly impossible to fix unless Sega does it)

Or is this something worse, like whole scenes with all the dialouge being spoken at once or such?
(Not counting the scene with Knuckles and Rouge after their boss fight - that one had their voices overlap on purpose (they were both saying the same thing, at the same time))
And I can just barely hear Sonic say "use" in his line.
