Anyone know how to use the SA2 save utility?

For anyone not familiar, I'm talking about this tool: https://gamebanana.com/tools/6640

The instructions for the save editor say "Load your choice of save file (this file will be saved in the /backups folder, the name will be prefixed with the date and time of loading the file)." But... the save isn't there. I've tried putting the tool folder in the Sonic Adventure 2 folder, and then in the mods folder too to see if it would pick up anything, but it doesn't. I also tried to open the backup folder while I have the game running, but that doesn't work either (even though from what I understand what I'm trying to use doesn't require you to have the game open). I've also tried using the live save editor to see if I could do anything there but it just gives me an error.

Honestly though I'm not even sure if this thing would actually be useful for what I want to do. I want to make a save file load into a certain level, but this seems to be more for editing in power ups in the middle of the level or something. And before you ask why I want to skip a bunch of levels: I got a new computer, and I just found out that this game doesn't support Steam Cloud Saving unless you turn on one random feature in the launcher, and my previous savefile is on a dead hard drive, so yeah.

So... if anyone can link a guide (Google doesn't really turn up anything), or explain to me how it works themselves, or knows about some other save editor that would serve my purposes better, your help would be much appreciated.
